Dodge City Secures MIH and KHITC Awards to Advance Workforce Housing Development

Dodge City has been awarded funding through the Kansas Moderate Income Housing (MIH) program and the Kansas Housing Investor Tax Credit (KHITC), reinforcing the community’s ongoing efforts to expand attainable workforce housing and support continued economic growth.

The awards will support multiple housing developments designed to address Dodge City’s critical housing shortage, particularly for working households earning moderate incomes.

One of the awarded projects is a new residential development by OMA Construction, which received support from both MIH and KHITC. The project will include 22 single-family homes and two duplex units, providing new ownership opportunities priced to align with local wages. These homes are targeted to households earning approximately 80–120% of Area Median Income and will help bridge the gap between rising construction costs and attainable home prices for working families.

In addition, the United Village development was awarded KHITC, supporting continued buildout of one of the largest workforce housing projects in southwest Kansas. United Village is a 227-unit mixed-housing development that includes single-family homes, townhomes, duplexes, and other housing types designed to meet a wide range of workforce needs.

United Village has played a critical role in supporting Dodge City’s economic momentum, particularly following the expansion of major employers such as Hilmar Cheese.

“These awards demonstrate how state and local tools work together to address housing challenges,” said Mollea Lightner, Assistant Director of Economic Development for the Dodge City/Ford County Development Corporation. “MIH provides critical gap financing, KHITC brings private capital into housing projects, and local tools like the Reinvestment Housing Incentive District help address infrastructure costs. When layered together, these programs allow housing projects to move forward at price points that match local incomes.”

These tools are essential for communities that are working to support employers, retain workers, and grow responsibly.

Construction on the OMA development is expected to begin in early 2026, while United Village continues phased development as additional homes come online.
